Standing Rules
of the
New York State Association of Veterinary Technicians
ARTICLE I
Officers
SECTION 1
The President shall be a member of the nominating committee.
SECTION 2
The President-Elect:
A. shall oversee all NYSAVT seminars held during his/her term of office.
B. shall be chairperson of the committee for the Outstanding Technician Award.
C. shall be District Representative Coordinator.
SECTION 3
The Secretary shall send an itinerary to the Governing Body at least two weeks prior to the meeting.
SECTION 4
The Treasurer:
A. shall be responsible for submitting income tax statements, if necessary, at the end of the fiscal year which is May 31st.
B. shall keep abreast of changes in the tax laws.
C. shall submit for publication, an annual fiscal report and a financial statement from each seminar.
D. shall be bonded.
E. shall be chairperson of the budget committee.
SECTION 5
The District Representatives:
A. shall report to the newsletter editor, meetings held in their area.
B. shall act as liaison between the local members and the Executive Board.
SECTION 6
The newsletter editor shall produce a newsletter no less than four times per year.
SECTION 7
Past President:
A. shall oversee NYSAVT Fall Workshops.
B. shall be a member of the Awards Committee.
C. shall be a Student Chapter Coordinator.
ARTICLE II
Election of officers
SECTION 1
Nominations:
A. will be accepted by the nomination committee from September 1st to January 15th or upon the discretion of the President.
B. resumes from each nominee must be submitted to the chairperson of the nominating committee no later than four weeks after the close of nominations.
C. the slate of candidates and their resumes will be presented to the licensed members for voting.
SECTION 2
Ballots must be returned to the Secretary by the date designated on the ballot, but not later than one week prior to the end of the fiscal year.
ARTICLE III
Standing Committees
SECTION 1
Executive Director:
A. shall be appointed by the Governing Body for a term of one year and shall be eligible for re-appointment without limitation.
B. shall assist in the managerial affairs of the Association as approved by the Executive Board.
C. shall be bonded.
SECTION 2
Recording Secretary:
A. shall be appointed as necessary and shall be eligible for re-appointment without limitation.
B. shall be responsible for recording business at all Executive and/or Council and general meetings.
SECTION 3
Award Committee:
A. The Chairperson (President elect) shall appoint a committee of no less than three and no more than five licensed members in good standing which include the Past President and the previous year's Outstanding Technician Award winner.
B. The recipient of the award shall be decided by majority vote by the committee members.
C. The committee shall be responsible for all awards given by the Association.
SECTION 4
State Fair Committee:
A. shall oversee organizing and scheduling of the NYSAVT display booth at the New York State Fair
B. shall keep accurate records of those Veterinary Technicians that are to be reimbursed for working at the NYSAVT display booth.
SECTION 5
Nomination Committee:
A. The chairperson shall investigate the eligibility of nominees.
B. shall notify eligible nominees no later than two weeks after the close of nominations.
C. shall notify newly elected officers no later than one week after the close of balloting.
SECTION 6
Parliamentarian:
A. shall be present at all general membership meetings.
B. shall advise the Executive Board on conduct of parliamentary procedures.
SECTION 7
Membership Committee:
A. shall promote new memberships.
B. The chairperson shall review all membership applications and determine the status of membership of the applicant.
C. shall keep an updated list of Association members.
D. shall be responsible for keeping a current list of licensed Veterinary Technicians.
E. shall notify appropriate Governing Body members of address changes, new memberships and changes in licensing status.
F. shall be responsible for notification and collection of dues by the first of the next fiscal year.
G. shall issue membership cards.
H. shall be responsible to assign members to local districts.
SECTION 8
The Public Relations Committee shall be responsible for promoting public awareness of the Veterinary Technician.
SECTION 9
Student Chapter Coordinator:
A. shall act as liaison between the student chapters and the parent organization.
B. shall be responsible for keeping the student chapters informed of news and events of the parent organization.
C. shall obtain a list of student chapter members from each school.
D shall organize every year, visits to each school by a NYSAVT member.
E. shall obtain a list of all graduates at the end of the school year.
F. shall act as liaison between student chapters and the Executive Board.
SECTION 10
Budget Committee:
A. shall review the financial records and compose a proposed budget to be presented to the Executive Board prior to the beginning of the fiscal year.
B. shall be responsible for informing the general membership of the budget for the present fiscal year.
SECTION 11
Constitution Review Committee:
A. shall review the Constitution at those times deemed necessary by the Executive Board.
B. shall submit a rough draft of proposed changes to the Executive Board for approval.
C. shall be responsible for making the approved changes in the Constitution.
D. shall be responsible for informing the general membership of changes in the Constitution.
SECTION 12
Professional Ethics/Legislative Committee:
A. shall be knowledgeable of ethics as they pertain to the Veterinary Technician and will handle all referrals as needed.
B. shall be informed of all legislative matters as they pertain to animal medicine and Veterinary Technology.
SECTION 13
NAVTA Representative:
A. shall be the liaison between NAVTA and NYSAVT.
B. shall be responsible for reporting all national issues as they pertain to Veterinary Technicians.
